NO MORE CAR TAX...CAN THIS BE TRUE?
Two weeks ago Governor Rell proposed eliminating the property tax on automobiles, which was described by many as a bold move. The Governor shared in her State of the State Address how her budget would replace the burden of the car tax with funding from the money received from the Casino's, as well as, money from the General Fund.
Now, when I first heard this news I was pleased with this bold move. I am leaning in favor of endorsing this plan and as many of us, I would love not to pay property tax on my vehicles. But, I have some questions and hope that clarity will be forth coming.
Here are a few areas that I have not heard addressed. I believe we need to know how this will come together before we can endorse such a plan.
First, what happens to our fire districts? Car property tax supplies money to cover the operation of our five fire districts. Will the money coming from the State also fund these districts, or will we have to seek more funding from home owners to keep our fire safety operation going?
Two, even though the State will replace the car tax revenue, does our local Town council have the authority to impose the tax on cars later to cover other needed expenditures? Simply, do Towns have the authority to add this tax back to individual municipalities? Could we see the car tax resurrected in Enfield when our town leaders see a need to gain more income?
Three, what guarantee will we have in the long run that money coming from the Casino's will trickle down to towns like Enfield? In the past few years I have spoken about the gap of money coming to the State Capitol and making it's way to municipalities. The history is not good in respect to this money making it to the places it was promised...such as education.
These are just a few of the questions that need attention. I believe that we need some major tax breaks for the hard working people in Connecticut. We are in the top three States when it comes to taxes, and reform must be discussed in this election year.
Now, let me make it clear I am not opposed to the Governor's plan. I believe she is bold in making this announcement. She has stepped out and begun the dialogue about taxes and that goes to her credit.
I just believe that whether Democrat or Republican we should hold endorsement until we hear all the questions, answered.
I want what is best for Enfield residents, as well as, residents of the entire State. But, we should seek a full disclosure of information before moving on any plan.
I am a Republican and I support Governor Rell. She has proven that she is committed to lessening the burden of Connecticut taxpayers. Although there are many questions that have to be answered prior to going with her plan, it is refreshing to see our States highest office holder willing to step up to the plate.
My hope is that the Democratic Majority in Hartford will give this a chance to work. They need to exhaust themselves by asking key questions, but if they find that this is best for the citizens of Connecticut, I hope they don't just turn it down for partisan political reasons.
It is an election year and there is the temptation to avoid agreeing with the other party. But, when you run for office, your only desire is to do what is best for the people. So, ask the big questions. Get all the information. If it is the right thing, follow the Nike motto, "Just Do It"
As for me, I may endorse the elimination of the car tax...but only when I am sure Enfield wins, and wins big.
